Vegan French Potato Salad

1/4c. Veggie broth
1/4c. dry white wine
1/4c. olive oil
1 small red onion, diced
2 Tbsp. Dijon mustard
2 Tbsp. white wine vinegar
2 Tbsp. drained, washed capers
4 Tbsp. tarragon leaves, chiffon

Whisk first 7 ingredients in large bowl to blend. Add salt and pepper to taste.

Cook 3 1/4 Pd's of potatoes in a large pot of salted water. cook until a fork can pierce the potatoes and slide out easily. Cut potatoes in large chunks.
Place warm potatoes into bowl with the first 7 ingredients. Mix well. Let stand for 1 hour. Add tarragon leaves. Toss again and serve.
